The 19-year-old has made two first-team appearances for Spurs and started the League Cup defeat against Arsenal on Tuesday.
He has also spent time out on loan at MK Dons, Crewe, Derby and Peterborough.
Livermore, who played in Tottenham's pre-season friendly win at Portman Road, will join fellow Spurs loanee Andros Santos at the Tractor Boys and goes straight into the squad for the game against Scunthorpe at the weekend.
